Heng Seida, FCCA

CEO, Managing partner, Advisory

Seida is the co-founder and managing partner of FII since 2011, responsible for overall operation of the firm, led auditing services, and has been leading advisory projects. She has more than 20 years of professional experience on both audit and advisory practices for various clients from all major sectors in Cambodia.

Seida holds a bachelor’s degree in Accounting. She is a Fellow Member of the Association of Chartered Certified Accountants (FCCA), UK since 2011 and also a Certified Internal Auditor (CIA), US since 2007.

Seida also previously served as the President of Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA), 2017-2021, Cambodia.

Sun Kimhin, FCCA

Partner, Accounting Outsourcing Service

Kimhin has over 20 years of experience in taxation and financial management. She is the co-founder of FII and currently in-charge of accounting outsourcing and system implementation support services. Prior to co-founding the firm, she served as a Chief Financial Officer for private companies in Cambodia. Kimhin started her career with Big 4 in Cambodia. Her field of expertise is in taxation and financial aspects including finance policy development, reviewof financial transactions, reporting & budgeting and system migration.

Kimhin holds a bachelor’s degree in Accounting. She is a Fellow Member of Association of Chartered Certified Accountants (FCCA), UK since 2011 and a Governing Council member of Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) in Cambodia.

Seng Chanthan, BA, CPA, FCCA

Audit Partner

Chanthan has over 20 years experience in audit and other related assurance services. Prior to joining FII in 2020, Chanthan was an Audit Director at one of the big 4 international audit firms. He has also involved in several financial due diligence for new investments in Cambodia.

Chanthan is our Head of Audit and also acts as Technical and Risk Management Partner.

Chanthan holds a bachelor’s degree in Accounting and a Fellow Member of the Association of Chartered Certified Accountants (FCCA), UK.

Viren Hak

Partner, Tax and Corporate Services

Viren is an experienced tax advisor with a degree in finance and banking. She has more than 20 years of working experience in tax and corporate services. Prior to joining FII&Associates, she was a founder and Tax Partner of IVISS Cambodia since 2016 and has been worked with the international accounting firms (Big 4) such as PWC and EY and law firm, DFDL in Cambodia . She has provided the tax structure, tax planning and tax compliance services for clients across a range of industry sectors, including financial services, telecommunication, real estate, garment manufacturing, trading, logistics, and construction. She has also involved in tax due diligence on several major acquisitions in Cambodia.

Sisowath Chakara, CFA

Managing partner
CEO, 3E-Fii Capital
Corporate Finance

Chakara has 30 years’ experience in managing investments in Asia. He developed corporate finance practice within the Group and lead company valuation service. Competencies include investment evaluation and selection, firm’s competitiveness and industry benchmarking, financial modelling and analysis, risk identification and management as well as strategy development and assessment.

Chakara graduated from EDHEC business school in Lille, France. He also holds an MBA from the University of Chicago Booth School of Business. He is a CFA Charterholder.

Nhean Tola

Managing partner, Research and Strategy

Tola has been practicing development management for more than 17 years. He is leading our research service. He has also conducted researches & project management, and organizational capacity development; being consultant for institutions of development agencies and private sector, and research fellow on economic development and planning.

Tola holds bachelor’s degree in Accounting and master’s degree in Economics specialized in International Trade and Investment.
